Քաղաքական ուժերը մասնակցում են համավարակի դեմ ընդհանուր կռվին

Եթե Սադամ Հուսեյնը ընդդիմություն ունենար, Իրաքի ժողովուրդը, հնարավոր է, ավիահարվածների տակ չընկներ։ Այս բաց դասը քաղաքական համայնքին տվել է Ղարաբաղ կոմիտեի նախկին անդամներից մեկը 20 տարի առաջ։ Բաց դասն ուղղված էր առաջին հերթին հայ ժողովրդի հետ ընդհանուր քիչ բան ունեցող նախկին իշխանություններին, որոնք այդ ժամանակ ձգտում էին ամայացնել քաղաքական դաշտը։ Կա մեծ թյուրիմացություն՝ «իշխանություն» ասելով, հասկանում են միայն քաղաքական մեծամասնությունը։ Այնինչ՝ իշխանության մեջ մտնում են խորհրդարանական ընդդիմությունը (սա ակնհայտ է), ինչպես նաև քաղաքական համայնքի և քաղհասարակության այն միավորները, որոնք ունեն ժողովրդականություն կամ ազդեցիկ խոսք, և այդպիսով՝ ազդում են քաղաքական որոշումների ընդունման վրա։ Այդ բոլոր ուժերը մեկ օրգանական ամբողջություն են կազմում։ Այլ հարց է, թե նրանք ինչ հարաբերության մեջ են միմյանց հետ՝ մրցակցության, դիմակայության, կոալիցիայի, հաճախորդության և այլն։ Նրանց միավորում է մեկ ընդհանուր մղում՝ ունենալ մանդատ և պորտֆել ու լիարժեք իրականացնել իրենց քաղաքական ծրագրերը։ Այս բազմակուսակցական կառավարման ժողովրդավարական մոդելը մեր քաղաքակրթական ձեռքբերումն է, որից հրաժարվելու դեպքում, հնարավոր է, կհայտնվենք միջազգային հանրության հարվածների թիրախում։ Այդ վտանգը գիտակցողը չի փորձում ընդդիմությունը վերացնել, հավակնորդներին ոչնչացնել ու միահեծան կառավարում հաստատել, նույնիսկ՝ մտածել այդ մասին։ Ժողովրդավարությունն այնքան խորը արմատներ է ձգել մեր մեջ, որ քաղաքական համայնքի միավորները երբեմն բնազդաբար են արձագանքում, երբ ժողովրդի կամ պետության ուղղությամբ հարվածի վտանգ է զգացվում։ Վերջին շրջանում քաղաքական քննադատության թիրախում հայտնվել էին ժողովուրդը և իշխանությունը։ Նրանց հանդիմանում էին կորոնավիրուսի դեմ կռվի լրջությունը ժամանակին չհասկանալու, սոցիալական պատասխանատվություն չունենալու, համավարակի դեմ պայքարը կառավարել չկարողանալու, հակահամաճարակային կանոնները չպահպանելու, սարսափ տարածելու, կյանքը դժոխքի վերածելու և այլ «մեղքերի» մեջ։ Ուշադիր հետևելու դեպքում, նկատելի է, որ քննադատությունն ուղղված է ոչ միայն քաղաքական մեծամասնությանը և ժողովրդին, այլև քաղաքական համայնքին և հասարակությանն ընդհանրապես։ Հետևաբար՝ օրինաչափ է, որ ինչպես մեծամասնությունը, այնպես էլ ընդդիմությունը, քաղաքական համայնքի հին ու նոր միավորները, ժողովրդականություն ու ազդեցություն ունեցողները ակտիվացել են, այդպիսով՝ ակնարկում են, որ ընդունում են իրենց ուղղված հանրային քննադատությունն ու պատրաստ են գործել։ Այս ակտիվության ընդհանրական արդյունքը մեկն է՝ գործով ապացուցել, որ քաղաքական ուժերը մասնակցում են համավարակի դեմ ընդհանուր կռվին, ամուր կանգնած են դիրքերում, և միմյանց լրացնելով, սթափեցնելով, ժամանակին փոխարինելով կարող են հաղթահարել այս ճգնաժամը և ապահովել պետության առաջընթացը հետպանդեմիական աշխարհում։
