Այն սցենարը, որը մտածել էին պատերազմից անմիջապես հետո, Արցախում որոշել են այժմ իրականացնել։ Խոսքն այն մասին է, որ կառավարմանը ներգրավվի նաեւ ընդդիմությունը եւ նախկին նախագահներն ու փորձառու այլ կադրեր։ Երեկ Արցախի նախագահ Արայիկ Հարությունյանը խորհրդակցություն է անցկացրել գործադիր եւ օրենսդիր մարմինների ղեկավար կազմի հետ, մասնակցել են նաեւ խմբակցությունների ղեկավարները, եւ հայտարարել է, որ մտադիր է կառավարությունը համալրել ոչ իշխանական ներկայացուցիչներով։ Գործընթացը կմեկնարկի եկող շաբաթվանից։ Պաշտոնանկ կարվեն կառավարության մի շարք անդամներ, եւ կնշանակվեն ընդդիմության, այսպես կոչված, տեխնոկրատ կադրերը։

Բնականաբար, գործընթացին չեն մասնակցելու Սամվել Բաբայանն ու նրա «Միասնական հայրենիքը», քանի որ Փաշինյանի հրահանգով Արցախում հեղաշրջման են մասնակցել՝ փորձելով տապալել բյուջեի ընդունումը եւ իմպիչմենթ սկսել։ Թեեւ երեկվա խորհրդակցությանը Բաբայանի կուսակիցները ներկա են եղել, սակայն ասում են, որ դա սիմվոլիկ է եղել․ նրանք չեն կարողանալու կառավարությունում ներկայացուցիչ առաջադրել։ Իսկ մեխանիզմը լինելու է հետեւյալը․ ԱԺ ուժերը ներկայացնելու են որեւէ ոլորտի ղեկավարի թեկնածու, հիմնավորելու են, որ նա ունակ է պաշտոնավարել, եւ Հարությունյանի հետ համատեղ քննարկման արդյունքում նշանակվելու է։

Չի բացառվում, որ ընդդիմադիր ուժերը որոշ տեղերում միասնական թեկնածուներ առաջադրեն։ «Միակ պահանջը հետեւյալն է՝ չպետք է լինեն կուսակցականներ, կամ եթե կուսակցական են, ապա առաջիկա ընտրություններին մասնակցելու հայտ չպետք է ներկայացնեն, չպետք է ընդգրկվեն ցուցակում»,- ասաց մեր զրուցակիցը։

Այսինքն՝ Հարությունյանը փորձում է իր շուրջ համերաշխության մթնոլորտ ձեւավորել եւ պատրաստ է կառավարություն բերել անգամ հայտնի սորոսականների, որոնք ներկայացնում են փողոցի դժգոհ հատվածը։
