«Ժողովուրդ» օրաթերթը գրում է. ԱԺ «Քաղաքացիական պայմանագիր» խմբակցության ներսում պատգամավորները բաժանվել են մի քանի թեւերի: Ըստ «Ժողովուրդ» օրաթերթի տեղեկությունների՝ նույնիսկ կան անձինք, որոնք «սեւ ցուցակում» են գտնվում: Խմբակցության ղեկավար Հայկ Կոնջորյանը ներսում այդքան էլ մեծ դերակատարում չունի, ուղղակի կերպար է, որին խմբակցությունը, մեղմ ասած, «չի ենթարկվում»:

Նույն կարգավիճակում է նաեւ խմբակցության քարտուղար Նազելի Բաղդասարյանը, որը նախկին խմբակցության քարտուղար Հակոբ Սիմիդյանի պես ուժային մեթոդներ չի կիրառում, անգամ չի կազմակերպում քվեարկությունները: Իհարկե, մեծ հաշվով, բոլորն իրականացնում են գործադիրից եկող հրահանգները, սակայն լոկալ հարցերում խմբավորումների ղեկավարներն են գործում.
