Աշխարհում վերանայվում է ռուսական տնտեսական ներկայությունը, որը երկար տարիներ ուղեկցվել է քաղաքական ճնշմամբ։ Քաղաքական պրոտեկցիան բնորոշ է բոլոր տերություններին, բայց Հայաստանի նկատմամբ տնտեսական «մահակը» հատկապես նկատելի է։

Երեւանը, ըստ ամենայնի, սկսում է տնտեսական վասալության պայմանագրային ու այլ հիմքերի վերանայումը։ RusEnergy խորհրդատվական գործակալության գործընկեր, ռուս հայտնի փորձագետ Միխաիլ Կրուտիխինը The Insider-ի հետ զրույցում նշել է, որ սա նախևառաջ քաղաքականություն է, այն տնտեսության ու կոմերցիոն հարցերի հետ ընդհանուր քիչ բան ունի: Հայաստանի համար բարդ է, որովհետև Հայաստանի գազային ոլորտը պատկանում է Գազպրոմին: Հայաստանն աստիճանաբար իր համակարգը հանձնել է Գազպրոմին նախկինում մատակարարված գազի դիմաց: Այսինքն, Գազպրոմը մինչև Հայաստանի սահման գազ է մատակարարում որոշակի գնով, իսկ հետո վաճառում իր ստորաբաժանմանը համեմատաբար ցածր գնով, որն օդից է վերցված: Հայաստանում գործող այս ստորաբաժանումը գազը վաճառում է իր իսկ սահմանած գնով: Դա որևէ կապ չունի շուկայի հետ: Սա ներգազպրոմյան առևտուր է, ասել է Կրուտիխինը: Նրա խոսքով, դժվար է պատկերացնել, որ Գազպրոմի ստորաբաժանումը գազ կգնի ոչ Գազպրոմից, այլ ուրիշից Իրանի կամ Թուրքիայի տարածքով, որը հնարավոր չէ։

Երեւանը կարո՞ղ է փոխել Հայաստանում Գազպրոմի աշխատանքի սկզբունքը։ Եթե հարցը շուկայական հարաբերությունները չեն, այլ քաղաքականությունը, նշանակում է, որ Երեւանը նույնպես կարող է քաղաքական միջոցներ կիրառել։ Կա հստակ հաստատումն այն բանի, որ գազի գինը քաղաքական կամքի հարց է, եւ հայ հանրությունը պետք է ինքնիշխան քաղաքական որոշում կայացնի։

Խոսքը միայն Գազպրոմի մասին չէ։ Խորհրդարանի տնտեսական հարցերով հանձնաժողովի նախագահ, Իմ քայլը խմբակցության պատգամավոր Բաբկեն Թունյանը կոչ է արել բացահայտել Հայաստանում բենզինի գնագոյացման մեխանիզմները։ Հիշեցնենք, որ Ռոսնեֆտը Հայաստանին վառելիք մատակարարելու դոմինանտ իրավունք ունի։

Թունյանի խոսքով, խնդիրը կարող է կապված լինել միջնորդի հետ, որը գնում եւ փոխադրում է Ռուսաստանից ներկրվող քվոտավորված վառելիքը։ Խոսքը Ռոսնեֆտ-Արմենիա ընկերության մասին է։ Թունյանն ասել է, որ քննարկումներ կլինեն պարզելու համար, թե Հայաստանում վաճառվող յուրաքանչյուր լիտր բենզինից որքան փող է մտնում որոշ մարդկանց գրպանը։

Տնտեսագետ Վահագն Խաչատրյանը պնդում է, որ այս բոլոր խնդիրների մասին պետք է խոսել Մոսկվայի հետ։ Ռուսաստանում պետք է իմանան, թե ինչպիսի թալան է արել նրանց սիրել Գազպրոմը Հայաստանում։ Նա խոստացել է շուտով ներկայացնել Հայասստանում Գազպրոմի աշխատանքի մանրամասները եւ պատմել, թե ինչպես է ռուսական հսկան փորձում Հայաստանի հաշվին փոխհատուցել համաշխարհային շուկայում իր կորուստները։
