Սիրելի' հայրենակիցներ,

Այսօր, երբ դեռևս չենք հաղթահարել Արցախի դեմ սանձազերծված պատերազմի հետևանքները, երբ ունենք հազարավոր զոհեր ու վիրավորներ, երբ առկա են լրջագույն տարածաշրջանային սպառնալիքներ, մենք, ցավոք սրտի, նորից գտնվում ենք ծայրահեղ պայթունավտանգ իրավիճակում, որը հղի է մեր պետության և պետականության համար անկանխատեսելի հետևանքներով և կարող է հանգեցնել անդառնալի կորուստների:

Երկրում ռազմական դրություն է: Արտաքին վտանգն իրական է՝ զինադադարի հայտարարությունը խաղաղության պայմանագիր չէ: Բազմաթիվ են Հայաստանի և Արցախի առջև ծառացած մարտահրավերները:

Կոչ եմ անում բոլորին՝ պետական մարմիններին, ուժային կառույցներին, քաղաքական ուժերին, բոլոր քաղաքացիներին՝

դրսևորել զսպվածություն և ողջախոհություն. յուրաքանչյուր չկշռադատված խոսք կամ գործողություն մեծացնում է լարվածությունը և էլ ավելի խորացնում ճգնաժամը.

չտրվել սադրանքների և ձեռնպահ մնալ ատելության ու անհանդուրժողականության կոչերից. մեր ժողովուրդը չի կարող իրեն թույլ տալ պառակտում, պետք է մերժել պետությունը ապակայունացնելու և պետականությունը վտանգելու ցանկացած փորձ.

Եվս մեկ անգամ հաստատելով նախագահական ինստիտուտի՝ որպես հավասարակշռող կառույցի դերը՝ հրատապ նախաձեռնում եմ քայլեր լարվածության թուլացման և իրավիճակի խաղաղ հանգուցալուծման ուղիներ գտնելու նպատակով:

Երկիրը ցնցումների տանելն անարգանք կլինի պատերազմում զոհված մեր հազարավոր զավակների հիշատակին:
