Պետական եկամուտների կոմիտեն պարզաբանում է ներկայացրել լրատվամիջոցներով «Ֆրանսիայից ուղարկված 9 տոննա օգնությունը երկու ամսից ավելի է՝ արգելափակվել է Երևանի պահեստներից մեկում» հրապարակման վերաբերյալ:

Պարզաբանման մեջ ասվում է.

«2020թ.-ի դեկտեմբերի 20-ին Ֆրանսիայից բարեգործական հասարարական կազմակերպության կողմից ՀՀ ներմուծվել է 8271 կգ ապրանք, որը, կազմակերպությունը ցանկացել է ձևակերպել «Հրաժարում հօգուտ պետության» մաքսային ընթացակարգով։

Կոմիտեն հայտնում է, որ ապրանքներն ուղեկցող հաշիվ-ապրանքագրում նշված է ընդհանուր 740 անվանում ապրանք, որոնց մեջ առկա են նաև մեծ քանակությամբ դեղորայք և սնունդ։

ՊԵԿ-ը ՀԿ-ի ներկայացուցիչներին բազմիցս տեղեկացրել է, որ մաքսային ձևակերպումների ժամանակ սնունդ և դեղորայք հայտարարագրելու համար անհրաժեշտ են ՀՀ կառավարության կողմից սահմանված համապատասխան մարմինների թույլտվություններ, որոնք մինչև այս պահը չեն ներկայացվել մաքսային մարմիններին: Մասնավորապես՝ սնունդ ներմուծելիս անհրաժեշտ է ներկայացնել ՀՀ սննդամթերքի անվտանգության տեսչական մարմնից ստացված անվտանգության սերտիֆիկատ, ինչը հաստատում է ներմուծված սննդի անվտանգ լինելու մասին։

Միաժամանակ, կոմիտեն անհրաժեշտ է համարում նշել, որ մաքսային մարմինների աշխատանքային պրակտիկայում հանդիպել է դեպք, երբ նույնպես Ֆրանսիայից «Հրաժարում հօգուտ պետության» մաքսային ընթացակարգով սնունդ ձևակերպելիս, սննդի անվտանգությունը ստուգող մարմինը պարզել է, որ ներմուծված պահածոյացված սնունդը ժամկետանց է, և արգելել է դրանց ներմուծումը, ուստի առանց համապատասխան թույլտվության հնարավոր չէ սնունդ ներմուծել Հայաստանի Հանրապետություն։

Դեղեր և դեղամիջոցներ հայտարարագրելու համար անհրաժեշտ է ներկայացնել ՀՀ առողջապահության նախարարության թույլտվություն (դեղերի և դեղանյութերի ներմուծման հավաստագիր), քանի որ հնարավոր է՝ լինեն հոգեմետ կամ ՀՀ-ում չգրանցված կամ ժամկետանց դեղամիջոցներ, որոնք կարող են լուրջ վնաս հասցնել սպառողին։

Պետական եկամուտների կոմիտեն հայտնում է նաև, որ մաքսային մարմիններն աջակցել են կազմակերպությանը՝ մաքսային ձևակերպումներն իրականացնող միջնորդ, ինչպես նաև ապրանքների պահպանությունն իրականացնող կազմակերպություններին հորդորելով, որ ծառայություններն իրականացնեն անվճար և ցուցաբերեն անհրաժեշտ օգնություն, ինչը և իրականացվել է։
