Դիմակ չկրելու տուգանքները չվճարելու պատճառով քաղաքացիների բանկային հաշիվները սառեցվում են

Քաղաքացիներն ահազանգում են, որ կորոնավիրուսային համավարակով պայմանավորված դիմակ կրելու պահանջը չկատարելու հետևանքով առանց ծանուցագրի իրենց բանկային հաշիվները սառեցվում են։

«Դիմակ չկրելու համար դեռևս ամռանը կազմված ակտի վերաբերյալ մինչև օրեր առաջ նամակ չէինք ստացել, որ վճարենք։ Առանց ինձ զգուշացնելու սառեցվել էր հաշվեհամարս։ Պարզվեց դիմակ չկրելու համար նախատեսված 10 000 դրամն ու այն չվճարելու համար նախատեսված 5000 դրամ տուգանք էր պատճառը»,- դժգոհում է քաղաքացին։

Թե ինչո՞ւ ծանուցագրի միջոցով քաղաքացիներին չի տեղեկացվում դիմակ չկրելու տուգանքները վճարելու մասին և թե ինչու են բանկային հաշիվները՝ ԼՈՒՐԵՐ․com-ը փորձեց պարզել ոստիկանությունից․ «Առհասարակ վարչական իրավախախտման վերաբերյալ որոշում կայացնելիս քաղաքացին ծանուցվում է, որ իր նկատմամբ կազմված արձանագրության հիման վրա որոշում է կայացվել կիրառել վարչական տույժ։ Քաղաքացուն ուղարկվում է ծանուցագիր, որտեղ նշված հաշվեհամարին պետք է կատարի վճարումը։ Եթե քաղաքացին չի ծանուցվում ինքն իրավունք ունի բողոքարկելու, քանի որ չծանուցելու դեպքում իրենից ԴԱՀԿ միջոցով գանձում անելու իրավունք չկա։ Քաղաքացին ծանուցումը չստանալու դեպքում կարող է բողոքարկել և ԴԱՀԿ կարգով բռնագանձումը վերացնել»,- ասաց ՀՀ ոստիկանության ԶԼՄ-ների հետ կապի բաժնի պետ Զարզանդ Գաբրիելյանը։

Նկատենք, որ սոցիալական ցանցի օգտատարերից մի քանիսը ևս բախվել են նույն խնդրին։ Ֆեյբուքյան օգտատերերից մեկը գրել է․ «Հարգելի ընկերներ, ես պարզապես ապշած եմ մեր երկրի քայլերից։ Երեկ իմ բանկային քարտին գումար է փոխանցվում և ես տեսնում եմ, որ քարտս սառեցված է, զանգահարում եմ բանկ, այնտեղից ասում են, որ ԴԱՀԿ-ի կողմից է սառեցվել։ Զանգահարում եմ ԴԱՀԿ և պարզում, որ 2020 թվականի օգոստոսի 17-ին ինձ ակտավորել են դիմակ չկրելու համար, բայց ո՛չ ոստիկանությունից, ո՛չ ԴԱՀԿ-ից ծանուցում չի եկել։ Պարզապես չեմ իջնում ձեր մակարդակին օրենք պաշտպանող մարդիկ և Հարկադիր կատարողներ մի փոքր ժամանակ և ցանկություն լիներ կկանգնեցնեի օրենքի առաջ Ձեզ։ Ու այս երկրի համար էլ փորձում ես ինչ-որ բան անել հաստատ չարժե, եթե մի փոքր ցանկություն կար Հայաստանը լքելու ցանկությունս դարձավ 99%։ Խնդրեմ լուսանկարները՝ բանկից փոխանցված գումարի և իմ վճարման կտրոնի»,- գրել է նա՝ կից հրապարակելով լուսանկարներ։
