2020 թվականին ալկոհոլային խմիչքների արտադրությունը կրճատվել է 12.9%-ով

2020 թվականը խիստ ճգնաժամային էր նաև ալկոհոլային խմիչքների բիզնեսի համար։ Պաշտոնական վիճակագրությամբ՝ 2020 թվականին Հայաստանում արտադրվել են 160.1 մլրդ դրամի ալկոհոլային խմիչքներ, նախորդ տարվա նույն ժամանակահատվածի համեմատ 12.9 տոկոսով կամ 15,9 մլրդ դրամով պակաս, այդ թվում՝ կոնյակ՝ 92.6 մլրդ դրամ (անկում՝ 20.5%), խաղողի գինի՝ 10.1 մլրդ դրամ (անկում՝ 24.7%), խնձորի և այլ պտղահատապտղային գինիներ՝ 44.9 մլն դրամ (աճ՝ 4.2 անգամ), գարեջուր՝ 9.3 մլրդ դրամ (անկում՝ 11.2%):

Ալկոհոլային խմիչքների արտադրության ծավալների կրճատման վրա ազդել են ներքին և արտաքին մի շարք գործոններ։ Մասնավորապես՝

1․ Գործող իշխանություններն, ըստ ոլորտի մասնագետների, որդեգրեցին ծայրահեղ անարդար և անարդյունավետ հարկային քաղաքականություն՝ հարկումը եկամտից տեղափոխելով սպառում, ինչի հետեւանքով 2020 թվականի հունվար 1-ից շահութահարկի և եկամտային հարկի տոկոսադրույքները նվազեցվեցին՝ զուգահեռաբար ավելացնելով ալկոհոլային խմիչքների ակցիզային հարկի դրույքաչափերը, օրինակ՝ 1 լիտր օղու համար ակցիզային հարկի դրույքաչափը բարձրացավ 635 դրամով կամ 67 տոկոսով, ինչը, անշուշտ, կտրուկ բարձրացրեց օղու գինը ներքին շուկայում՝ կրճատելով սպառումը։ 2021 թվականի հունվար 1-ից դարձյալ բարձրացել է օղու ակցիզային հարկը՝ 1 լիտրի համար սահմանելով 2030 դրամ։ 3 տոկոսով ավելացել են նաև կոնյակի, գինու և մրգային օղիների ակցիզային հարկի դրույքաչափերը։ Այսինքն՝ անկումը խորացնող հարկային դրույքաչափերն էլ ավելի են բարձրանում։

2․ Հայ սպառողները նախընտրում են ալկոհոլային խմիչքների ավանդական տեսակները, ընդ որում վերոնշյալ շուկայում մեծամասնություն են կազմում տեղական արտադրության խմիչքները, ինչը պայմանավորված է հայկական խմիչքների գին – որակ մրցունակ համադրությամբ: Մասնավորապես՝ կոնյակի շուկայում 95 տոկոս մասնաբաժինը պատկանում է հայկական կոնյակին, գարեջրի շուկայում՝ մոտ 90 տոկոսը, օղու շուկայում՝ մոտ 50 տոկոսը: Կորոնավիրուսի համավարակը մեծ հարված հասցրեց Հայաստանի տնտեսությանը, հատկապես՝ զգալի անկում գրանցվեց զբոսաշրջության և հանրային սննդի ոլորտներում, քանի որ մի քանի ամիս տնտեսական գործունեության սահմանափակումների (Lockdawn) տակ ընկան ռեստորանները, բարերն ու այլ ժամանցային օբյեկտները, որտեղ մեծ քանակությամբ ալկոհոլային խմիչքներ են սպառվում։

3․ Հայաստանի ոգելից խմիչքների արտահանման հիմնական շուկան Ռուսաստանն է: Մասնավորապես՝ 2019 թվականին արտահանված խմիչքների 81.7%-ը ուղղվել է ՌԴ, ինչն ազդակ պետք է հանդիսանա Հայաստանի ալկոհոլային խմիչքներ արտահանողների համար՝ նոր թիրախային շուկաներ բացահայտելու և մուտք գործելու տեսանկյունից, որպեսզի թուլացվի ռուսաստանյան շուկայից կախվածության աստիճանը: Պետք է հաշվի առնել նաև այն հանգամանքը, որ Ռուսաստանի շուկան կայուն չէ՝ կիրառվող միջազգային տնտեսական պատժամիջոցների և ազգային արժույթի տատանվող փոխարժեքի տեսանկյունից, բացի դրանից պարբերաբար փոփոխության են ենթարկվում ՌԴ շուկա ներմուծվող ապրանքների նկատմամբ որակական և տեխնիկական պահանջները, ինչը ևս լրացուցիչ խոչընդոտ է հանդիսանում Հայաստանից ալկոհոլային խմիչքների արտահանման համար:
